object-position: center center;"></figure> &nbsp;والمشروع لدية موارد محدودة والوقت معين لهذا يعتبر المشروع عبارة عن سلسلة من الأنشطة ذات أهداف معينة يجب إنجازها بناءً على مواصفات متفق عليها مسبقا وفي فترة زمنية محددة بتاريخ بداية المشروع وتاريخ نهاية او اغلاق المشروع الذي لا يمكن الموافقة على أي نفقات بعد هذه التواريخ في حدود التمويل المعين للمشروع. تنفيذ المشروع: يعد التنفيذ مرحلة مهمة جدًا في دورة حياة المشروع حيث يتم من خلالها استخدام معظم موارد المشروع وميزانيته ووقته لتحقيق النتائج المطلوبة. وتعرف بأنها الإجراءات تنفيذ خطط المشروع واستراتيجياته لتحقيق النتائج المطلوبة. في إحدى الدراسات التي تحمل عنوان نموذج تنفيذ المشروع (PIP) وهي أداة لتعزيز إدارة مشاريع المنظمات غير الحكومية، استنبطت بأن أداة نموذج تنفيذ المشروع يمكن استخدامها لضمان نجاح تنفيذ مشاريع المنظمات غير الحكومية مع مزيد من العمل لدمج الأداة مع الإطار المنطقي للمنظمات غير الحكومية. عوامل النجاح العشرة الحاسمة في النموذج هي مهمة المشروع، واستشارة العميل، والجدول الزمني، والموظفين، وقبول العميل، والمهام الفنية، والمراقبة والتغذية الراجعة، ودعم الإدارة العليا، والاتصالات، وحل المشكلات. وفقا لدراسة فان عوامل النجاح الأعلى تصنيفًا هي مهمة المشروع والمهام الفنية التي ساهمت بشكل كبير في نجاح المشروع. من ناحية أخرى، احتلت استشارة العملاء وقبول العملاء المرتبة الأدنى التي يتم إدارتها بشكل غير مناسب أثناء تنفيذ المشروع وكان لها الأقل أهمية في تحقيق نجاح المشروع. أما عوامل النموذح المتبقية الأخرى فقد احتلت مرتبة عالية نسبيًا ومهمة في ضمان نجاح المشروع.تخطيط المشروع: التخطيط هو عملية متكاملة بين مجالات نطاق أنشطة المشروع والتكلفة والموارد والمخاطر ومشاركة أصحاب المصلحة والمشتريات والاتصالات والجودة التي تحدد مسار عمل واضح لمرحلة التنفيذ. عند اكتمال خطة المشروع في المرحلة الأولية من تصميم المشروع، تكون الخطة المقبولة لإدارة المشروع بمثابة خط الأساس للمشروع. لهذا يتم متابعة الأنشطة خلال التنفيذ ومقارنتها بخطة المشروع وتعتبر خطة المشروع مرجع أساسي لقياس نجاح التنفيذ وفق الفترة الزمنية والمواصفات و الجودة المتفق عليها و في حدود التمويل المقدم. تفشل معظم المشاريع في التنفيذ بسبب الخطأ في تقدير الوقت والتكلفة، ونطاق الانشطة والمخاطر والموارد. إذا لم يكن الوقت المقدر واقعيًا أثناء التخطيط، فستكون هناك حاجة إلى تغيير في الجدول الزمني للمشروع، مما يؤدي إلى تغييرات في التكلفة والموارد أثناء التنفيذ. وبالتالي فإن التقديرات غير الواقعية أثناء التخطيط تزيد من حدوث التغيير في مرحلة التنفيذ مما قد يؤثر على أداء المشروع أثناء التنفيذ. يمكن الضروري الاخذ بعين الاعتبار التغيرات التي يمكن ان تطراء خلال التنفيذ لهذا وضع خطة استجابة للمتغيرات يساهم في نجاح التنفيذ اعتمادًا على حجم ونطاق وطبيعة المشروع والمنظمة. وأخيرا، يجب أن يستلزم التخطيط الجيد تحليلا دقيقا للعوامل الخارجية والداخلية التي تؤثر على المشروع. على سبيل المثال، عند تخطيط تكلفة المشروع، يتم أخذ عوامل مثل الثقافة التنظيمية والهيكل، وسعر صرف العملة، وأنظمة إدارة المشروع، وإجراءات الضوابط المالية، ومواعيد التقارير، وأحكام العقد القياسية، وتقدير التكلفة الحالية. منقول لدراسة للمؤلف بعنوان: العوامل المؤثرة على التنفيذ الفعال لمشاريع المنظمات غير الحكومية المحلية في اليمن نشرت في المجلة الدولية لأبحاث تطوير العلوم والهندسة في مايو 2023م . للاطلاع على الدراسة باللغة الإنجليزية: <a href="https://www.ijsdr.org/viewpaperforall.php?paper=IJSDR2305375" data-mce-href="https://www.ijsdr.org/viewpaperforall.php?paper=IJSDR2305375">https://www.ijsdr.org/viewpaperforall.php?paper=IJSDR2305375</a> "Factors Affecting the Effective Implementation of Local NGOs Projects in Yemen", International Journal of Science &amp;
